When the Playstation 2 came on the scene in 2001, and storage capacity bounded from 650 MB to about eight times that, developers found themselves the room to provide a voice to their characters, rather than just windows of text. The first Final Fantasy game to use this technology was Final Fantasy 10, the first game, and an early release for the PS2 (the first FF media to technically use voice actors was FF: Legend of the Crystals, a poor-selling Japanese OAV). With voice actors infusing their characters with new ways to communicate personality, there's no doubt in the future of utilizing voice acting in Final Fantasy games.
